The university began functioning on October 5, 2016 and became the 20th National Law University in India. It was established to strengthen legal education, legal research, and advocacy training in northern India.
The university is situated at Ghandal on the Shimla–Mandi National Highway, around 22 kilometres from Shimla city. Because of its location in the Himalayan foothills, HPNLU offers a peaceful and academically focused environment for students. At the same time, the university combines modern legal education with practical training through moot courts, internships, legal aid activities, seminars, workshops, and conferences. Consequently, students receive both theoretical knowledge and practical legal exposure.
HPNLU is recognised by the University Grants Commission under Section 2(f) of the UGC Act, 1956 and has also received recognition under Section 12(B) of the UGC Act. In addition, the university is approved by the Bar Council of India. Furthermore, the Chief Justice of the High Court of Himachal Pradesh serves as the Chancellor of the university. The institution follows the motto “Yoga is Skill in Action,” which reflects its emphasis on discipline, professional skills, and legal excellence.
Today, many students choose HPNLU when they want to prepare for litigation, judiciary, corporate law, legal research, public policy, academia, or higher studies in law.

Why HPNLU Shimla Stands Out
HPNLU differs from many other law universities because it combines national-level legal education with a relatively young and modern academic environment. While older law schools often rely heavily on traditional teaching methods, HPNLU places equal emphasis on research, advocacy, technology, and experiential learning.
Moreover, the university encourages students to participate in:
- National and international moot court competitions
- Legal aid and community outreach programmes
- Research papers, journals, and seminars
- Internship opportunities with courts, law firms, NGOs, and companies
- Conferences and workshops on emerging areas of law
As a result, students gain practical skills alongside academic knowledge.

- Recognised by the University Grants Commission under Section 2(f) of the UGC Act, 1956
